The awardee will be chosen based on the following criteria:
- Has spent significant time in service to the people of Maryland;
- Has taken meaningful action to reduce tobacco use at the state and/or local level;
- Has worked to improve public health through tobacco control policies, systems, and environmental change strategies;
- Has shown fairness, equity, and professional demeanor in the performance of duties.
